The Centre for Municipal Research and Advice (CMRA) is a dynamic research and consultancy organization in the field of local government. The goal of CMRA is to support and strengthen municipalities and Local Government Associations in Southern Africa. Diploma in Administration or equivalent qualification.

Experience requirements                         

2-5 years related experience within a consulting and project management environment.

Special training / skills requirements

Ms Word, Excel, Power Point, Outlook, Document Management Systems, Scheduling, Events coordination, Data capturing and report writing. Preferably with a valid driver’s licence and own vehicle.

Job purpose and primary objectives

The Administrative officer is the face of the organisation, a point of contact with CMRA clients and partners both face to face and over the phone. The Administrative officer also serves as the point of contact for all employees, providing administrative support and managing their queries. The Administrative officer will be responsible for, but not limited to (i) Maintaining a warm, orderly and professional reception (both telephonically and face to face, (ii) Managing the organisational calendar (including the CEO’s diary), (iii) Document and record management, (iii) Manage office supplies, (iv) scheduling meetings and minute taking/report writing, (v)Events and logistics coordination, (vi) Provide administrative support to projects, acquisition and finance (vii) Manage office cleaning services.

Knowledge of indigenous SA language is an advantage.

Administrative ability

Well-developed administrative capacity in a project related environment.

Computer skills

Ability to use computers and computer systems and essential programmes e.g.  MS Office Suite and other tools relevant to the portfolio.

Financial

Knowledge and experience managing petty cash, organising and maintaining financial records, and budget-based spending and reporting.

Role: Finance Officer
Title of Direct Superior / Supervisor: Chief Executive Officer
Earnings: R240 000 – R300 000 Total Cost to Company

Department/Business Unit: Finance
Qualification requirements: BCompt/BCom Accounting or BCom Financial management. A post graduate qualification will be an added advantage.
Experience requirements: 1 - 2 years of relevant work experience. An understanding of project financing is essential. Understanding international donor/development cooperation partner financial reporting requirements will be an added advantage.
Special training / skills requirements: Advanced Excel spreadsheets, financial modelling, Internal controls, Supply Chain Management (SCM), Tax administration, and Report writing skills. A comprehensive knowledge of the Municipal Financial Management Act (MFMA) and Public Finance Management Act (PFMA) is an advantage.
Job purpose and primary objectives: To ensure adequate controls are in place to comply with applicable legislation. Provide a financial support mechanism for all projects, ensuring controls and risk mitigation interventions are put in place and adhered to. Achieve unqualified financial audit, manage the accounts receivables and payables of the organization. (S)He develops the organization’s budget, cash flow projections, prepares financial reports, is involved in directing its investment activities, and planning the organization’s long-term financial goals and protecting assets.

Computer skillsAbility to use computers and computer systems. Must be competent in using PASTEL to TB specifically.
 
KEY PERFORMANCE AREA - KEY ACTIVITIES & INPUTS:
 
1. Strategic leadership of finance portfolio
▪ Provide strategic financial advice on all aspects of CMRA operations, investment and financing plans, and appropriate financial analysis to assist in the decision making process.
▪ Ensure compliance with all applicable legislation; keep up to date with all legislative changes
▪ Provide financial analysis for projects including financial models and innovative tools to support project sustainability
▪ Serve as principal liaison to financial service providers (audit, tax, legal, insurance, banking, lending institutions) and ensure organisational compliance and timely filing and returns
▪ Direct audit processes to obtain unqualified audit
▪ Maintain fixed asset register
▪ Direct the development and implementation of appropriate accounting policies and procedures with the goal of production of timely and accurate historical financial statements.
▪ Ensure that adequate management controls are in place to protect and minimize financial risk
 
2. Budget
▪ Preparation of the annual budget to meet the strategic goals of CMRA
▪ Direct and supervise expenditure of funds ensuring that expenditure stays within the allocated budget
 
3. Treasury
▪ Facilitate a cash management system that assures optimal use of resources across all operations to include effective balance sheet management, excess cash investment strategies, and optimal resource allocation.
▪ Develop and implement accurate forecast and plans for the financial requirements of CMRA and ensure that sufficient cash is always available to meet any obligations.
 
4. Supply Chain Management
▪ Responsible for all supply chain management as delegated by the CEO
▪ Develop and review supply chain policy to reflect legislative change as required
▪ Responsible for all procurement processes and record keeping to audit standard and in line with the relevant legislation.
▪ Direct management of supplier database
▪ Provide required supply chain reports to the CMRA Board of Directors.
 
5. HR Administration
▪ Administer staff time in line with organisational and project requirements as delegated by the CEO
▪ Develop and manage productivity schedules 
 
6. Reporting
▪ Prepare annual financial statements
▪ Prepare monthly and quarterly management accounts
▪ Prepare project financial reports
▪ Report to the Board on financial matters
▪ Attend audit committee meetings as required
